AB 1955: City Council Salary Bill Fails

Many city officials responded with justified opposition to AB 1955 (De La Torre), which attempted to impose arbitrary caps on charter city council compensation. The measure sought to penalize charter cities failing to adhere to an antiquated salary schedule listed in the statute, by withholding redevelopment authority and levying a 50 percent tax on any council member compensation above identified levels. Assembly Member De La Torre (D-South Gate) also granted exemptions to 13 charter cities, leaving the state's remaining 106 charter cities subject to its punitive provisions.

This hastily-drafted measure was an unconstitutional effort to pre-empt local charter authority. It also contained many flaws and inequities. After intense lobbying by the League, the California Redevelopment Association, lobbyists representing Joe A. Gonsalves & Son and many individual city officials, this deeply flawed unconstitutional measure was defeated on the Senate floor. Assembly Member De La Torre made a last-ditch effort after the bill was defeated to gut-and-amend another measure in the Assembly to force its passage, but the midnight deadline put a stop to that effort.

Joe A. Gonsalves School was built on a 10-acre site in the northeast section of Cerritos, CA. and was formally dedicated on May 23, 1973. The school was constructed in an open-face design to permit maximum flexibility and team teaching. The school underwent extensive modernization during the summer of 2001.
